Do you need to complete the quest to be able to train there, or just get to the point where you get access to the dungeon?

Answer : You need to complete the quest to allow you to leave and re-enter the dungeon without the scout.

you need 51 hunter to track the foot prints to the chaos altar and go a bit further

You have to get past a certain point, don't know which, but you don't need to finish it.

Simply after you meet the scout, tele boutny hunter to the track location... do the track (hunter level required) and fine the key during it.

 

You'll end the track at chaos altar... use key on the trap just near and you are done !

 

Zombies are down there ready for fighting... whatever you continue or not.

Yeah, you just need to get to the point where you enter the dungeon. Although I would still reccomend finishing the quest ;)

Ok, thanks guys, I went and checked myself.

 

 

 

Turns out that, while technically you can train there without completing the quest, it is impossible to leave and go back inside if you haven't done the quest (or have the scout with you).

 

 

 

So, I did have to finish the quest to use it freely.

Couldnt you have alternatively completed the quest to the point that the armoured zombies invade Varrock and just train in the castle?

It'll be enough when you go through the doors that required red mists in bottles, and watch cutscene. You will then get a varrock teletab from the scout dude, after you teleport back to varrock you can get inside the place unhindered. So the smithing and all that isn't required.
