You have to go to the Saradomin statue near the Jolly Boar Inn. You'll see Surok there. Just talk to him and it'll start.

Go to the portal west of the Zamorak Wizard (Abyss) next to a scorpian. You should be in room 38 of the map shown in the link above. (Gargoyles) Follow the map from there.
