Snaps are number one

Toadflax are number two

Ranarrs are number three

I would go with toadflax even if you could plant snaps. They give the best profit percentage and are only a little bit less gp/harvest.

Apparently, my signature was to big.

I always do toadflax because of their low cost of seeds. If they die then your not out alot of money.

Do snaps get diseased often? and should I plant them?

I wrote a guide on this very subject: http://forum.tip.it/viewtopic.php?f=180&t=766236

Currently, if you buy and sell at median without cleaning the herbs, the most profitable herb is ranarr, followed closely by snapdragon (the difference in profitability between the two is very small so I recommend snaps for the xp), followed by toadflax, followed by kwuarm. The order changes with market fluctuations, but those four are always on top in some arrangement or another.

And yes, the disease rate is 10%. True, more expensive seeds have a greater loss if you die; however, the more expensive herbs also mean a very significantly higher profit when you get an exceptionally large harvest compared to the herbs from cheaper seeds. The two extremes balance out to an average of 6-7 herbs per patch as an accurate measure of a seed's profitability.

In short, both ranarr and toadflax are solid choices. If I were you, I'd plant ranarr/snapdragon when I can, but keep a stock of toadflax/kwuarm for when I run out in case I forget to restock or don't feel like buying more.
