Recently they increased in price and are only 1gp less. When you need the air rune as well, they are significantly cheaper. If I'm skilling or in combat, as I usually am when I need to house teleport, an air staff would take up an extra inventory space. I find it is most effective to have as many inventory slots for my activity as possible. It's always been possible for as long as I remember. You might be thinking of charging House Portals (like the Kharyll Portal), in which case it is NOT possible to use staves. ~It's Super Effective!
