Of course you'd have trouble with higher leveled tasks, but thats recommended not required. Duradel needs 100 combat to use for tasks such as Aquanites or Mithril dragons but you don't need to be 100 combat to kill the stuff and If you were high in all the other stats you could easily get over 100 combat while retaining 1 def. The poster above mentioned mirror sheilds which I had forgotten (I only ever use duradel/lapalok) so I guess 25 is the minimum as without it you cannot fight Cockatrices or Basilisks.
