is there any way to dig the herb back up to plant a new one with compost or i just got to wait?

You have to wait. There's no reason not too anyways. If you COULD dig it up, you'd lose the herbs no matter what. If you let it grow it could very well survive and give you herbs.

Yes, actually, there IS a way.

 

The Lunar spell "Fertile Soil" puts Supercompost in patches. However, it can put supercompost in patches EVEN IF THERE'S SOMETHING IN THE PATCH. This includes weeds and any not-fully-grown plants. So if you accidentally forget to put in supercompost, no problem, grab a few casts of Fertile Soil, maybe a mage pot if you need to boost to level 83, and cast the spell on the patch.

This is the only option left really. Seeing as you have 89 magic, you could do this.

If you don't have access to the Lunar book you could always wear an amulet of nature bound to the patch while it grows. That will tell you if it needs attention, at least. I would only bother with this if it's an expensive seed, however .
