There should not be doors requiring >99 summoning. Sounds like a glitch.

Now, for the better recollection.

 

It was a door requiring 103 construction (I saw a similarly-designed door just now and it jarred my memory).

 

But I still couldn't boost to open it - the strong artisan potion gives 6 + 6% of levels. I'm 85, so that would have been 85 + 5 + 6 = 96.

 

Unless pots stack with hidden familiar boosts?

A maxed person is supposed to be able to open every door, if you aren't maxed, you are not supposed to be able to open every door as an incentive to train your skills.
