Changing it isn't hard, but WHY do I need to change? It wouldn't be hard for Jagex to allow us to get two; what if they just made them droppable or something? Sheesh. Squab unleashes Megiddo! But I agree, it's not exactly the most convenient process to change from saw to chimes and vice versa. It's a little annoying. Just got a warped tortoise task yesterday, and I noticed this too. It's not a huge deal, but there's honestly no point in requiring us to switch them instead of just being able to have both.
