I hate to disappoint you, but there will be no Santa hats being given out at Christmas. It was done years ago, but I won't be done again. That's why they are rare and outrageously priced. There probably will be some kind of Christmas give out, but don't count on it being something valuable.

if you want one you need to buy one... just for 5,5mil or something...

sorry, but there giving out wooly hats and scarfs this year..no sant hats, never again will it be santa hats.

It'd be safe to assume it'll go for a week; i.e. December 25th - January 1st, as this has been done with holiday events for the past year or so.

There have been no confirmations at this stage. Chances are, they will be untradeabel - Jagex are sick of the instability in the economy caused by rares. And even if they were tradeable, they would either have enough for almost all players; i.e., they would be of little value due to their abundance. Why should they make them tradeable anyway?
