October 25, 201015 yr If you can afford it, I'd say get extremes/turm first as an intermediate step (stewing from 83 or 84 herb), then PVM until you can get Ovls. If not, then I'd say extremes should be first to get. The margin from supers to extremes is about the same as piety to turmoil, while extremes are cheaper.
October 25, 201015 yr For TDs I'm going to lean toward extremes first, because curses aren't THAT helpful there. You can eagle eye on normal prayers, which is something you lose the ability to do on curses. Meanwhile, the extremes are just all around fantastic at improving damage. Obviously for PvP herblore doesn't matter at all, so prayer. Corp is a moot point because you won't be getting into the high req teams until you have turm AND ovls. My suggestion is first to get high enough herb for up to extreme ranged, then get turmoil, then get overloads. Overloads tend to be less generally useful than extremes and turmoil, but I'd place extremes as slightly more helpful than turmoil.
