The Dragon Scimitar can now be purchased within Varrock@ The Sword shop south of the fountain.

 

 

I am unsure if a quest is needed to unlock this NPC other than Monkey Madness ofcourse.

 

The NPC is a monkey named Dealga. A monkey speak amulet is not required to purchase the Dragon Scimitar.

 

This is not included in the Monkey Madness tips&tricks on the website.

I can confirm.

When you speak to him you cannot understand him without using an amulet of monkeyspeak. However, you are still able to access the shop as I've shown in those screenshots.

 

Yes, I have completed the Monkey Madness quest.

This was an update a loooong time ago. It was mentioned in an update release somewhere.
