So could i catch draconic jadinkos on lvl 74 with an arctic bear ?

Nope, it's an invisible boost, so you can't use it to catch stuff that's higher than your level.

The arctic bear won't let you catch prey that's a higher level than yours, but it does allow you to catch prey your level or below more often.

If you want to catch draconic jadinkos I'd suggest using the mud bath at Oo'Glog, although that would be fairly slow still.

Draconics are only level 80. The God jadinkos are level 81. As the others have stated, the arctic bears boost is invisible. You can use the ooglog pools to boost hunter up 7 if you need to.
