When you activate the cloud it stays static in one spot, you can move around though. After a few seconds the cloud will disappear regardless if you're under it or not. It has a few seconds cool down between uses. About those stat bonuses, the news post says that this ring should be the one for the offensive stats, so i'm guessing this is either a glitch in the game or they mixed up the rings. Worth noting however newspost does say at the end of year all 'in-game benefits' will go from these items, so presumably these stats will be removed at that point. If anyone notices this, picture proof would be awesome.
