To be honest the cost of 28 pure essence is not a big enough of a deal for them to promise anything beyond laws, they would most certainly lose money then. Why make it cost more than need be?

Maybe once laws become more common place they will begin to have offers like this, but I'd give it a few more weeks.

 

To answer your question directly, I know of none that offer that.

Because they are all cheap bastards who just want the free xp.
