I am still struggling to understand exactly how EOC bonuses work, so I tried comparing similar dual-wield setups with melee and magic.

I have maxed combat stats (since prayer is apparently no longer a combat stat)

The equip screen shows that t80 + t72 with melee has damage of 934 + 428 = 1362, and t70 + t70 magic with fire surge has a damage of 1030 + 515 = 1545.

 

I mostly slay (sub out the hat) so I doubt that the small difference in accuracy matters. Does this mean that magic is better?

 

I also compared 2handers, and saw 2003 damage for t80 melee and 2111 damage for t77 magic.

 

Also I am assuming that blood or ice barrage would increase the magic damage further, is that correct?

I believe that your magic setup will do tier-90 damage (don't quote me on this, too many nerfs to keep up).

 

Damage is also related to weapon speed. Weapons with equal level requirements should have equal DPS.

No it won't, the damage of spells is capped based on the tier of the weapon. Basically, for magic, go by the tier of the weapon, not the spell you have equipped.

Then why does his magic damage on mainhand say 1030, while in armadyl+ascensions (t90) I also get 1030 damage?

Your information got me curious, so I went and collected data from 1000 auto-attacks, split 50-50 between Wand of Treachery (lvl70) and Master Wand (lvl60). The data I collected implies that, for auto-attacks with wands, magic damage is not capped.

My max, non-critical, damage is 958 with Master Wand and 961 with Wand of Treachery, which matches the 961 listed on my status screen.

Based on your test and mine, we can conclude:

  • Magic auto-attack: Not capped for magic wands, status screen is accurate
  • Magic abilities: Capped by weapon tier.

Back to OP's question: Assuming your accuracy is sufficiently high that you won't miss, and you heavily rely on auto-attacks (as in using momentum for slaying), you'll deal more dps with magic than melee.

Which, leads to me to conclude about how the game actually deals damage...

 

Auto attacks takes the damage of the weapon/spell directly, meaning that T90 magic auto attacks will do what it says on the Tin.

 

Abilities however deal by the Tier of the weapon, and not the normalised weapon we assumed before (however this part leads to more perculiarities than answers, because it means there should not be any difference between weapons of the same tier, yet it does, or rather, it did)...

But I feel a little iffy, It doesn't explain why I have been killing Barrow brothers as fast on Ah Book/wand as ABS though...

When I switched to WoT+Ahrim book I also noticed this. Even though you switch T77 to T70, it feels more like switching T77 to T80. Comparable damage output, DW FTW.
