Because those two are where I tend to get a lot of blue charms from outside slayer. Also, as far as I know Rock Lobster drop a lot of all charm types charms but they have been hardly done since EOC, so I can not tell you if they are still good. If you don't like that you can always range exhiled kalphite's with a cannon.
