February 27, 201511 yr I am unsuccessful in having Sliske appear at the Empyrean Citadel and grant the ability to see the Shadow Realm without the Ring of Visibility. I have done the Ghostly Robes and General's Sword (Shadow Sword) miniquests. Is there any trick to making him appear? I have attempted to log out and log back in.

February 27, 201511 yr Author Nope. Looks like their issue was with completing the miniquests. Unless there is another miniquest I do not know of and have not completed for this reward, Sliske should appear.
February 27, 201511 yr Have you done Ritual of the Mahjratt? The reqs for getting the Sliske reward are Shadow sword, rotm, fotg and missing presumed death. February 27, 201511 yr Author Yes, RotM, FotG, and MPD are completed. I will go back and check if there are post-quest type rewards I may still need to acquire, but all the quests are complete.
