It's because he has 0.5 xp more then it shows, which for the real lvl values means lvl 30 and therefore hiscored.

 

But ingame your xp is rounded down so it doesnt how lvl 30 because ur simply half an xp away from lvl 30 :P

and fletching of all things... the second fastest skill to level and by far the cheapest to level fast.
