Magic just do imp catcher or witches potion and use weaken, curse, tele, alch etc. Melee is the tough one, its possible (but insanely difficult) to reach lvl 39 attack from member quests without increasing hits. Then a couple of genie lamps will tip you over to 40. You can also reach about 32 strength I think with quests. All this with 1 defence and 10 hits. It so long since I used either that I can't remember the exact figure but lvl 23 comes to mind for the training ground. Obviously no good if you are f2p.
