If they did, yes, they woudl change prices to an extent depending on the drop rate. I don't get where you're going with this though, is it just a random question? If that is what you're trying to say, that's preposterous. Like JaGex cares what the prices of in-game items are. There's only one 'price' they care about, and that's the $5 a month for membership.
