No way. Two days after releasing that, Jagex might as well just bump everyone's skills to 99, since that's about as long as it would take the average player to max out they're favorite skill.

With 69 smithing, you must beware of how long time it takes smithing bars, this neat trick would make smithing more interesting and way more fun!

No, it'd make smithing way too easy. For every reward, there needs to be a cost. The reward for getting 69 smithing is that you need more coal and time to make the bars. The tradeoff is the EXP and gp rewards are higher. Besides which, if you're looking for a magical alternative to running to a furnace and back hundreds of times, just get your Magic up to SuperHeat, get a bunch of Natures and a fire staff and do all your smelting in the bank.

As for the other skills, well, none of them need this spell. Most trees are close enough to banks that it's a moot point, and fishing, while not the most interesting skill in RS, is still plenty easy enough as it is, yes, even in f2p. Sail to Karamja, get an inventory of whatever, tele to Falador, repeat.

I don't even want to think about what this would do to the rune/pure ess miners.

No, no 1k times no!
