For a picture under your name, go to Profile and upload an avatar or link to a webpage that has a picture.

In the top right area of each of your own posts there is an "edit this post" button. To edit your profile, at the top of the screen there's a "profile" link, this lets you edit your profile.

For the avatar under your name I think you can get it off your computer if it's the right size, for the siggy, try Runeweb.net or something.

That happens to me a lot; usually, just clicking Refresh/Reload fixes the problem. If that doesn't work, try again later. No clue why that happens, though.

Use http://www.photobucket.com to upload your pictures. Once you have uploaded off your computer copy the thing that looks something like this then copy that into a post :)
