Ok the first half of the post seemed good, but what about the other half. Are you talking about lumbridge or barb village here? Not many ppl at lumbridge to take the fish.

yes, it is, especially if there is nothing constructive added to it. It would be interesting to see if the author finished his goal. He hasn't posted on tip.it since february of 2007, so I don't think he's still playing.
