get a mini quest to get a spell book that has one spell:

TELEPORT TO THE DUMP OF RANDOMNESS

there a little and i repeat LITTLE minigame of u rummmaging 3 piles of junk to get a ticket, 1-2 tickets to get ur random event item of ur choice returned. BUT the item has to be on the "list" to do that u need to teleport there and talk to him with rendom event items on u and then pay 500-1500 gp per item.
