Just try buying it from other players inside of a bank, some monsters drop them, but its a rare drop.

Yes it's a rare drop. I found Moss giants and Green dragons usualy drop them.

i got like 4 from black knights, but that was when i was raising my attack to 60 and killed a couple thousand of them

i got mine from random event.

Also, the abyssal monsters drop all kinds of talismans (except death), so if you go to the abyssal plane of the fairy rings, you can try to get one from the monsters there. But, as mentioned, it's quite a rare drop.
