Just do what the email said - clear cache.

They blacklist you after a certain amount of failed appeals and auto-decline all appeals coming from you. Clearing cache, changing ip and using a different email bypasses that.

Usually takes around 3 days to get a response from there. Do not waste your time(and Jagex's) sending email of this type to them. You can not recover accounts via emailing jagex. This is the pretyped response you will get:

I did the quest semi-afk. Talked to people on irc, browsed forums etc... All songs unlocked from just doing the quest. That's a shame, because the music tracks and atmosphere sounds are very well done. Which part of not paying attention to RS window tell you I didn't listen to the music? General rule: Ignore all emails sent by Jagex unless you are expecting one. If you expect one, do not click any links in it to be safe. If you need to enter your email confirmation code or such, go to runescape.com manually and copy-paste the codes.
