Taking away that option would effectively neuter the police force. Tasers have the problem of not having the range or capability to be used in a gun fight. Make a weapon that feels like a gun and can be used against a gun that won't kill or maim the targets. Maybe a modified bullet thats shell is weak enough to not puncture skin, strong enough to be shot and upon contact it releases a powder that causes the victim to become incompacitated. Perhaps some engineer can come up with something better. I think that nothing like this currently exists because theres no political will to develop such a weapon. pretty sure such a thing would be useful in military operations too where there is concern over civilian casualties. A great use for a non lethal weapon would be to stop a hostage situation by shooting both the hostages and the attacker and arresting the attacker after its over.
