I never understood that. For as long as I can remember, Jagex has claimed to keep extensive logs on how items make their way through the community, to track down gold buyers and sellers and mule accounts, yet they also claimed for a long time to be unable to help people who lose items due to bugs because they are unable to tell who is lying. No. They can tell who is lying, it's just that so many people think it's cute to lie that it's incredibly labor-intensive to wade through every request.

My idea on fixing warbands

I use a countdown timer on my phone for the yellow wizard. http://www.online-stopwatch.com/interval-timer/ Use this to set an interval timer to 4:30. Start it when you see a wizard teleport away. Remember that your #1 goal is to give the runes to the wizard as soon after he calls you as possible. A lot of people only start looking when he calls and that's how they lose 5k or 6k xp each hour. And it's that much xp because wizards give like 7.6k xp each, and if you lose out on 6 of those per hour, you're going to lose a lot of xp.

Missing, Presumed Death was the developer's first project I think And I'm not really irked by budget issues. Yeah, they suck, but you need to be realistic. It wasn't possible to release a full platter of building upgrades, so they didn't release any. Everyone would complain if they released 2 or 3, or whatever was within their budget. In the end, it made no difference in their satisfaction rating and moved the release date up 3-4 weeks and saved a ton of money.

You'd lose 35-40k xp/hour depending on your base xp rate. That's basically like doing ivy instead of C2s (just woodcutting). Don't be afraid to hunt him. It's 12 fewer minutes of afking per hour for a huge increase in xp/hour. I'm 100% certain that you can do that.

Have an interval timer set to 4:30 calibrated to when the wizards teleport. You don't want to be screwed over when they do. You use about 5 body runes per wizard, which is close to 30 per hour, so stock up. Give the wizard the rune he asks for, provided you have at least 10. Siphon wizard/platform runes when waiting for a call. Don't bother giving him body runes. Master RC is worth getting.

I have 8:30 classes Monday/Wednesday/Friday The idea of waking up at 7:00 isn't exactly compelling to me. I haven't gotten out if bed before 8:00 yet. My bed is warm and it's like 30 degrees outside. I also have trouble falling asleep before 5:00. Which means I'm really [bleep]ing tired when I wake up.

It goes without saying that something posted in General Discussion on a discussion forum should be discussed. If it isn't discussed, it means that it's unimportant to the community. It doesn't mean that no one told the community to discuss it.
