Add new layer, use the lightning brush. CTRL+A, CTRL+C, CTRL+V in Paint.NET. Add new layer. CTRL+A on the banner layer, CTRL+C, CTRL+V in the top layer in Paint.NET. Move the top layer down. Double-click the lightning layer, and look for the blend mode and transparency setting that looks the best.

i agree... the reason f2p dont get stuff is becuase they dont pay... but still there are some thing they could be allowed to have... i agree also. with these guys, if free players don't pay, why should you get a members item? it just doesn't make sense. jagex would lose many members if p2p items turn f2p. if you want it, pay for it, then get it. Possibly one that is all caps, and that still has different designs for caps and small letters. (for instance, Pink Bazooka, Insomnia)

By the way guthix, did you use my tut on alpha masking for the eye avatar? No offense, but the edges are pretty funky. You could do better...
