Randoms are more common in Security Stronghold, Alching, Teleing, Smithing. Jagex does it on purpose of course it's not at all random.

Look at my begining stats for that It was mainly Farming /Theving/ herblore/ agility/ Fletching and slayer. I'm mining gold at the guild and my Xp is not to 500 yet =]
