Glacors are best. If you want a low requirements and somewhat decent alternative I would recommend the Abyss (lower at a lower level I'm sure, but I'm averaging just under 400k/h for minimal attention). If you wanted to get a bunch of (better) charms on the way to 99, you could Barrage daggs in Waterbirth - for which you need a cannon (expensive), which once again provides lower xp but LOTS of crims (if you don't have a charming imp this might send you nutty though)
