1. Resize first 2. Auto Levels 3. Brightness +5, Contrast +10 (variations on that same sort of ratio) 4. Try gradient maps out (but set to screen/lighten etc and lower opacity) 5. If you've got a lot of noise, try using noise reducing filters in GIMP/PS (they don't usually do much, so blurring the noise where the photo isn't in focus anyway works well) 6. If you think the photo isn't quite there, always try black and white. In fact, try black and white for like, every photo you take. It can improve an image hundredfold.
