Yeah, Ice storm always was broken. It used to be much more powerful, dealing an extra 1d6 of each crushing and cold damage per caster level. At level 20, you ended up with like 45d6 damage, which was plain abusrd.

Races, I can deal with. Though it is up to you and you alone to update your character sheets and such accordingly. Redistributing points is not allowed. If you switch from a normal elf to a new elf race, you need to deduct the normal elf races bonus ability points, and then add the new ones. PS. Any Minmaxers delight races/classes will be terminated.
