Leaflets without imperial seals are turned into the Russian government's offices, and those found distributing will be given a trial by Russian judges. Those found guilty on a first offense will be deported back to Prussia, where it is the duty of the Prussian government to keep them there. Second offences lead to being sent to Siberia. Rocco, I think it would work. The only places where there are sufficient numbers of people for the propaganda to be useful are cities, where it is easy to arrest the pamphleteers. Another interesting thing is that since this is a Napoleanic Hegemony game and Dusty wouldn't make propaganda himself, I always know that there is a player behind it.
  2. Was that edited in, because I didn't see that the first time. Population doesn't seem to matter, so I don't know why I brought that up. Immigration restrictions are lifted, however the rule stands. Propaganda must be submitted to the Russian government for approval and the government will be the one to print and distribute the propaganda, with a clear seal stating the authorisation (as long as it's not lying, it'll probaly be accepted) and the nation or group which wrote it. No Prussian citizens are sent to Siberia unless they break laws regarding political dissidence (not asking for approval)and espionage, which is the same as every other nationality.

  5. That only supports my argument though. Lower population increase means that the different in population between 1800 and 1791 is less than I said. It would probaly be around 150-160 million. Regardless, what's the point of this argument? All I am saying is that all pamphlets must be submitted to the Russian government, who will then check its content and then publish it. To make it fair, they'll give them out in bundles with one Prussian pamphlet and one Revolutionary France pamphlet.

(I was off by a considerable amount, but it doesn't matter much) If we use an increase in population of 5% a year, we would still be over 110 million. It's quite simple Nex. All the immigrants will come through specific routes, like major trade routes and such, or else they would die in the Russian winter. Their propaganda would similarly only be effective in large cities, since Russia is too spread out to have any effect by just walking around in the countryside. Pamphleteers can be arrested and sent to Siberia, or deported. However, the Imperial government will allow the Prussians to send copies of their pamphlets to be checked (to make sure they aren't advocating anything "anti-Russian government") where they will then be distributed at special pamphlet stations in Saint Petersburg, on most street corners. I don't think I've conquered that territory, but you can't assume I did something just because it happened in real life.

  12. I don't think that's true for Napoleanic Hegemony. We've just hit a spot of peace. The American campaign is the only thing going on. Portugal withdrew from Britain, France is waiting for their huge budget to cash in, I've spent all my extra income on a ridiculous amount of tech that Dusty probaly doesn't want to sort through(apart from my thirty million deployment fund), and the other countries aren't really in a position to do any attacking. Delta V is coming along soon as well, so that should be fun. I think Dungeoneering as a concept is mostly burned out, Paul isn't that active to start 2025, and Zombie plans thrived on flaming, which sadly does not exist as much there anymore. We could try reviving that Halo Demo Multiplayer Tavern game that was suggested earlier.

  19. Hegemony V1 would never work again. We've experienced too many Hegemonies for it to work.
  20. Hegemony V1 (or V2, depending on what you called it. Basically, the first one). Everyone was a beginner and we all overpowered equally, so it worked out.
  21. Just revert Austro-Hungary to a NPC state.
