The stats and special attacks are pretty lackluster compared to the difficulty in obtaining them as well as the numerous level requirements. And there's better alternatives already in the game. They're good weapons, but they really don't have a niche.

The melee special would need to be toned down, as it would OHKO a player 100% of the time and can be used twice.

For a short time only. I don't think that 15 minutes of fame (literally) is worth the potential exp you could have gotten in other skills.
