You could try cooked lobsters, buy 1k off a member in the runescape forums for 200k and sell in-game for 240-250k.

I think the busier the world, the more people in that fishing spot. Consequently more random events could possibly occur (such as whirlpool, big fish or moving spot). When these types of events occur, your fishing 'rhythm' would be broken, and you'd have to move to another fishing spot. So overall, you're fishing produce would be reduced.

I was going to say mining then runecrafting, but so as to not spam I'll suggest another possible skill: fishing. There is always a decent market for raw and cooked lobsters, and if you look on the runescape forums, there are usually people who buy raw trouts 40 to 50gp each.
