yes you can do it in the mid to low 70's i personaly did it at 78. i have also seen a lvl 67 with a cape.

shilo gems can be used for certine quests and also sold for trading sticks for the tai bwo wanni minin game as for runes for the mage arena: for the telekietic theater u need 200 points and its roughlt 8-9 laws per maze you also get 10 free laws and 2 extra points every 5 consecutive mazes for the graveyard you will need runes for roughly 200-220 bones to bananas spells for the enchating part you will need a maximun of 2000 cosmic runes for the alchemic theater you will need roughly 1k natures
