The best way to look at herblore from a large-scale perspective is Fletching with net loss. If you have the materials (which is the hard part) making potions that give 150 xp each is just like fletching yew longbows. That's why you'll find 99 herblore more often than you might think.

If you're wondering 1700 will come from 80 agility.
