No, it's the money I would've made from Wu had Arch informed me that A. It didn't exist as a vassal state, B. If attacked, he would disband its entire army, and C. I had known it was fully part of the ERE. So no, it's not your money.

It pays a certain percentage of its income to its overlord, but defense is its own responsibility, which Arch decided didn't make sense and so had the entire army of Wu disbanded because he didn't like the idea (being careful not to inform me of such a thing until it actually mattered).
