Yes, I have 1.7t, resolved. Easy peasy. A state that has internal autonomy but is ruled by another country. It pays a certain percentage of its income to its overlord, but defense is its own responsibility, which Arch decided didn't make sense and so had the entire army of Wu disbanded because he didn't like the idea (being careful not to inform me of such a thing until it actually mattered).
