Good backstory would be it taking place on Earth, first Hegemony, after the exodus of Britannia, where all the characters are working to destabilize/bring down the Terran Federation. That way we still have a few 'safe zones', mainly Kamino (Luxembourg's territory in Africa) and Malaysia (who just had its allies all beaten off of Earth).
