  9. 1. It's fun. It's a paradox game, so has a pretty steep learning curve, but once you get into it it's quite fun. 2.   16. It's not. Retech just said it was. Peaceful annexations hit your infrastructure a lot worse than annexing by conquest. Damage to infra from conquering is from damage done during the war only.
