Actually that doesn't cancel it out. Warnings work against offensive wars, so if Britannia declares war on say Ireland, I get a call to arms to help out Ireland in a defensive war. Therefore, you don't get a call to arms because I'm not the one declaring war. -- Production on naval transports kicks into high gear. Estimated at 1 per year (zzzz).
