Only real difference is that you can switch from 'I build a tank with ablative armour and multidyne tracking softpoint countermeasures with laser-guided anti-missile-missiles.' to 'I summon/train an Orc with a hatchet' Or you switch from 'I launch three ICBMs with a FOAB duct-tapped between them' to 'I summon a thunderstorm over your city.' The PM system means that, instead of 'If you do that I do this', it means 'You have done this so I do this to stop it.' Magic always ends up making everyone powergame even harder is mostly why I can't stand it. That and it's silly. 'I attack you with 10,000 soldiers.' 'I cast a fireball and kill them all.' '...' Silly silly. You can defend an empire with 2 guys with sticks and long beards.
