That's ludicrously over-powered, and I fail to see how it helps smaller nations develop, since the larger nation gets an insane infrastructure increase, and hence they get more money...thus outstripping the smaller nation even further. But your IAG goes up, and then you can increase it more? Honestly, I just say scrap the aid system thing, as it was only put in to appease Ross, and he's fine with wonders now.

Yes, that was...unpleasant. How about the infrastructure damage you've taken? It would be your IAG times your infrastructure. My infra is around 0.8 or something, so it's a negligible difference. Hence the 'roughly'.
