Funnily enough, if you guys are planning on peacefully annexing a lot of stuff, then it does less damage to not put any money into infrastructure improvements. Since, if you have an infrastructure of 0, and annex a country, you get the average 0.5, then halved, 0.25. So, you just gained infrastructure haha.
