This NO monster thats drops Ranarr seeds frequently. The drops are rare at best. If there was one the price would not be as high as 25k ea. You best bet is picking a high lvl monster that drops herb seeds and hope for the best.

I remember I had a hard time finding notes too. Search all the bookcases, both sides. Check your quest guide to make sure you are at the point where you are supposed to check the bookcases. Sometimes you'll forget 1 last detail. Good Luck
