You obviously don't understand the history between Korea and Japan. Don't expect everyone you conquer to be happy to be under Japanese rule. That's not how it works. And the rebels are much more than a rag-tag group of South Koreans.

Rebellions break out in South Korea in an attempt to thwart the Japanese tyranny. They are requesting assistance from the Confederation.

I'm the mod. Besides, it's not like you can claim that Germany doesn't have any fanatics. Hell, even the USA has Islamic fanatics; they even have US citizenship. And you're faced with a problem. You have people from a radically different culture that moved from their third world country to a wealthy European country, in this case, Germany, and they're offended by Western practices and want Germany to conform to their culture. In this case, they want to implement Sharia Law and get unfair privileges based on their religion. I could tell you how the USA and Britain are handling problems concerning fanatic immigrants who want to corrupt American/British culture, but it's more interesting to see how you treat the situation. Oh, and the solution is rather simple. I'll give you that much advice.
