Lol, not exactly, Bird eggs are dropped while woodcutting as you got one, they come in a few differnt colors, but as far as i know they have not yet be given meaning.

April 3, 200719 yr well Jagex released party hats as a hoilday drop many christmas ago, they are looked at as a rare and a symbol of wealth, Jagex would never re release any type of "tradeable" hoilday as far as i could guess. If jagex were to make party hats again to many angrey players would be upset with the fact that all the time it took to save the cash for a party hat and now was waste because of a new release, so as you could guess youranoob simply made that up off the top of his/her head. sorry it was a disappointment for you.
