If you look at the minimap, the scorpian is actually still on land. Not a bug, your camera is just looking at it from a low angle.

To fix this "bug": slightly adjust your camera angle upwards until the scorpian is on sand. Even though it's on sand at the moment but you can't see the hill it's on and it looks like the scorpian is in the water..

I dunno, it may be purposeful, scorpions did evolve from the water.
