Try making it a little less obvious. Transparency or Blend Modes.

Dont know how to do those. And I was using GIMP for that.

Add new layer, use the lightning brush. CTRL+A, CTRL+C, CTRL+V in Paint.NET. Add new layer. CTRL+A on the banner layer, CTRL+C, CTRL+V in the top layer in Paint.NET. Move the top layer down. Double-click the lightning layer, and look for the blend mode and transparency setting that looks the best.
